For this you will need:
ONLINE machine with LICENSING SERVER software.
Offline VM with LICENSING SERVER and LICENSING CLIENT software.
A USB flash drive (or some method to transfer files)
Add the License to the ONLINE LICENSING SERVER.
Request the license from

) to Transfer Files. This is any USB key. Not a GE USB licensing key.
NOTE 1: If there is a problem or a reason for retry we recommend deleting all request and response files.
NOTE 2: Request and Response files are are only good for 24 Hours. So the handshake must be completed within that time frame.
